This publication provides the criteria for the development of training, and training courses, for specific personnel working on passenger vessels, in crowd management; safety training; crisis management and human behaviour; and passenger safety, cargo safety and hull integrity; in accordance with international regulations for seafarer training.

Training developed in line with these criteria will cover:

Crowd management - this training can be delivered on board and does not require MCA approval (section 2)

Safety training requirements for personnel providing direct service to passengers in passenger spaces - this training can be delivered on board and does not require MCA approval (section 3)

Crisis management and human behaviour - this training requires MCA approval of the training centre delivering the course (section 4)

Passenger safety, cargo safety and hull integrity for ro-ro passenger ships – this training requires MCA approval of the training centre delivering the course (section 5)

In addition to the above training, companies should be aware of the onus placed on them through Regulation I/14 and Section A-I/14 para 3 to provide familiarisation training to personnel serving on ro-ro passenger ships.

In developing training programmes to cover the above requirements for ‘Crowd management’ and ‘Safety training requirements for personnel providing direct service to passengers in passenger spaces’, it may be beneficial, to avoid duplication of training, to also consider the requirements of EU Regulation 1177/2010 concerning the rights of passengers when travelling by sea and inland waterways. The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA).

The MCA has agreed with the MNTB that the specifications described in this document will satisfy the requirements for non-approved and approved training. Conditions for MCA approval of short courses are contained in Annex A, which should be used in conjunction with the MCA guide to approval of regulatory training requirements. NB – a training centre can be a shipping company/specific ship.

The national occupational standards relating to this training are:

  • B14 – Monitor and control vessel operations

  • B37 – Carry passengers on board vessels

There is also a suite of Maritime Studies Qualifications which contain units relevant to this training; the specific units are:

  • Control large domestic passenger vessel operations

  • Control passenger operations on domestic vessels

The MNTB is a voluntary body and a part of the UK Chamber of Shipping, the trade association for the UK shipping industry. We work closely with shipping and ship management companies, nautical educational establishments and organisations, seafarer trade unions, the Maritime and Coastguard Agency and industry organisations with an interest in seafarer education and training.

The MNTB provides the link to government departments and bodies involved with the shipping industry as well as those involved with the UK skills agenda and education and training developments.  This includes the Department for Transport (DfT), the Department for Business, Innovation, and Skills (BIS), and UK education regulatory authorities and bodies.  The MNTB works closely with the Maritime Skills Alliance to achieve joint aims with partner organisations in the maritime sector.

We carry out a wide range of careers promotion activities through our ‘Careers at Seabrand.  This is currently under expansion to encompass the full range of careers activity at sea and within the shipping industry ashore and the wider maritime sector.
