TheseventeenthsessionoftheIMOAssembly,inNovember1991, recognizingtheurgentnecessityofestablishinganinternationalpolicy onpreventionofairpollutionfromships,consideredanddecided,in resolutionA.719(17),todevelopanewannextotheInternational ConventionforthePreventionofPollutionfromShips,1973,as modifiedbytheProtocolof1978(MARPOLConvention). FollowingdevelopmentoftheregulatorytextbyIMO’sMarine EnvironmentProtectionCommittee(MEPC),anInternationalCon- ferenceofPartiestotheMARPOLConventionwasheldinLondon from15to26September1997.TheConferenceadoptedtheProtocol of1997totheMARPOLConvention,whichaddedanewAnnexVI, RegulationsforthePreventionofAirPollutionfromShips,tothe MARPOLConvention(MARPOLAnnexVI).TheConferencealso adopted,byConferenceresolution2,theTechnicalCodeonControl ofEmissionofNitrogenOxidesfromMarineDieselEngines(NOxTechnicalCode),whichismandatoryunderMARPOLAnnexVI. The1997AirPollutionConferencewasahistoricresponsebyIMOto theneedtominimizeemissionsfromshipsandtheircontributionto globalairpollutionandenvironmentalproblems.Withtheobjectiveof achievingthedesiredreductionofNOxinthefuture,the1997 ConferencerequestedthattheMEPCreviewtheNOxemissionlimits v ataminimumoffive-yearintervalsaftertheentryintoforceof MARPOLAnnexVI,andamendthemasappropriate. FollowingtheentryintoforceofMARPOLAnnexVIon19May 2005,MEPC53(July2005)agreedtotherevisionofMARPOL AnnexVIandtheNOxTechnicalCodewiththeaimofsignificantly strengtheningtheemissionlimitsinlightoftechnologicalimprove- mentsandimplementationexperience,andtheninstructedtheIMO Sub-CommitteeonBulkLiquidsandGasestopreparethedraft amendmentstoMARPOLAnnexVIandNOxTechnicalCode.Asa result,MEPC58(October2008)consideredandadoptedtherevised MARPOLAnnexVIandtheNOxTechnicalCode2008,whichare expectedtoenterintoforceon1July2010upontheirdeemed acceptanceon1January2010. ThispublicationcontainstherevisedMARPOLAnnexVIandthe NOxTechnicalCode2008,aswellasadditionalinformationrelevant tothepreventionofairpollutionfromships. Anumberofguidelinesandothernon-mandatoryinstrumentswillbe developedorupdatedasaconsequenceoftherevisionofMARPOL AnnexVIandtheNOxTechnicalCode.Theseguidelinesandother non-mandatoryinstrumentswillbepublishedinaseparatepublication in2010.Forfurtherinformation,seetheFuturedevelopmentssection ofthisbook.
