This paper was the result of concerns that SIGTTO members had about the various interpretations of the function requirements for ESD systems, particularly the differences between the needs of the LNG and LPG industries and how they might interact with linked ship/shore shutdown systems.

This book is intended to promote and encourage widespread use of linked ESD systems at both LNG and LPG terminals, especially where the cargo transfer rate is high or where the cargo that is being handled is one of the products that is referred to in Chapter 17 of the 1993 edition of the IGC Code. This document does not intend to contradict any national or international standards or requirements for operational practices.


Some of the problems today are due to an inadequate understanding of the basic philosophy of the systems, coupled with the ability of new technology – notably PLCs, which allow functional changes to occur without the hardware changing. This is further compounded by changes in the operation and design of LNG carriers, particularly in relation to gas burning in port and reliquefaction. The IGC Code originates from the mid-1970s and reflects the operational practices and regulatory approach of that period.


This document is not intended to provide a detailed technical specification for the design of ESD systems, but presents the functional requirements so that a detailed specification can be produced by a skilled design team.


This paper considers not only cargo transfer operations but also the processes centred on the ship/shore interface to ensure that cargo transfer is safely and reliably carried out.

The purpose of SIGTTO is to promote shipping and terminal operations for liquefied gases which are safe, environmentally responsible and reliable. To fulfil this mission it will:

  • Proactively develop best operating practices and guideline

  • Sustain a learning environment by sharing lessons learned

  • Promote training and development of all within the industry

  • Foster mutually beneficial relationships with regulatory authorities and other stakeholders

  • Conduct its business with professionalism and integrity
