The aim of this publication is to help create training courses that provide Masters and officers with the necessary knowledge, understanding and proficiency to safely and efficiently manage the ship’s resources and personnel. Training courses developed in line with this criteria will cover:

 

  •  At operational level: the mandatory requirements relevant to the application of leadership and teamworking skills and, when combined with tasks within the deck and engineer officer Training Record Books (TRB), to bridge and engine-room resource management
  • at management level: the mandatory requirements relevant to the use of leadership and managerial skills.

 

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA) and satisfy MCA requirements for approved training.

What this document is about

 

This document provides the criteria for the development of courses to deliver training in human element leadership and management, at operational and management levels, in accordance with international regulations for seafarer training.

 

Training courses developed in line with these criteria, delivered at centres approved by the Maritime and Coastguard Agency (MCA), will cover:

 

  • • At operational level (section 2) – the mandatory requirements relevant to the application of leadership and teamworking skills and, when combined with tasks within the deck and engineer officer Training Record Books (TRB)*, to bridge and engine-room resource management;
  • • At management level (section 3) – the mandatory requirements relevant to the use of leadership and managerial skills.

 

*Appropriate sea service combined with approved simulator training/assessment may be utilised. Where completion of the MNTB TRB is not part of the training course, Navigation Aids and Equipment Simulator Training (NAEST) is accepted for this purpose for deck officer candidates.

 

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA).

 

The MCA has agreed with the MNTB that the specifications described in this document will satisfy the requirements for approved training. Conditions for MCA approval of short courses are contained in Annex A, which should be used in conjunction with the MCA guide to approval of regulatory training requirements.

 

Why these criteria have been developed

 

These criteria have been developed to deliver education and training in human element leadership and management (HELM) at the operational and management levels, and to meet specific parts of the regulatory requirements of Tables A-II/1, A-III/1, A-III/6 (operational level) and Tables A-II/2 and A-III/2 (management level) of the annex to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, hereafter referred to as STCW.

 

Who the training is aimed at

 

At the Operational Level (section 2), this training is required by those seeking certification under:

a. STCW Regulation II/1 – officers in charge of a navigational watch on seagoing ships of 500 GT or more (i.e. OOW);

b. STCW Regulation III/1 – officers in charge of an engineering watch in a manned engine-room or as designated duty engineers in a periodically unmanned engine-room (i.e. EOOW);

c. STCW Regulation III/6 – electro-technical officers.

 

At the management level (section 3), this training is required by those seeking certification under:

a. Regulation II/2 – masters and chief mates on ships of 500 gross tonnage or more;

b. Regulation III/2 – chief engineer and second engineer on ships powered by main propulsion machinery of 750kW propulsion power or more.

 

Aims of the training

 

The overall aim is to provide masters and officers with the necessary knowledge, understanding and proficiency to safely and efficiently manage the ship’s resources and personnel.

The Merchant Navy Training Board is the shipping industry’s central body for promoting and developing sector specific education, training and skills.
