This aim of this publication is to help create training courses that provide seafarers with the knowledge and skills needed to help keep a safe navigational watch and to use radar, ARPA, ECDIS, AIS and other electronic aids to maintain the safety of navigation. Training courses developed in line with these criteria will cover:#

 

  • Navigational aids and equipment simulator training: operational level
  • navigational aids and equipment simulator training: management level
  • ARPA simulator training
  • small ship navigation and radar course.

 

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA) and satisfy MCA requirements for approved training.

Section Five: IMO performance standards for the use of simulator for training and assessment

The requirements for certification as officers in charge of a navigational watch, chief mate and master are set out in Chapter II of the International Maritime Organization’s (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW Convention), as amended (Manila Amendments) and corresponding sections of the STCW Code.

 

Candidates for the above certificates must complete approved education and training and meet the standards of competence specified in the STCW Code.

 

The Merchant Navy Training Board (MNTB) in consultation with the Maritime and Coastguard Agency (MCA) has developed these specifications for the approval of education and training programmes. It is the responsibility of those providing training to design appropriate programmes and to obtain MCA approval for them.

 

Within such programmes, evidence of candidates’ competence in the safe use of shipboard navigational aids and equipment must be obtained from approved simulator training. The MNTB believes that this is best undertaken in conjunction with complementary training in navigation, human element, leadership and management, and the principles to be observed in keeping a safe navigational watch. The purpose of this document is to give guidance to those designing and delivering training programmes as to how this can be achieved.

 

The MCA has agreed that the guidelines in Sections One, Two and Three of this document will meet the standards in the Convention where simulators are used for demonstrating and assessing competence in the function of navigation at operational and management levels, including mandatory radar, automatic radar plotting aids (ARPA), electronic chart display and information systems (ECDIS), automatic identification systems (AIS) training. (Ship handling and manoeuvring at operational and management levels and search and rescue at operational level are not covered by these guidelines).

 

Section Four covers mandatory training for holders of Boatmasters’ Licences requiring radar endorsement, and additional training for other seafarers serving in ships of limited size requiring familiarisation or updating/refresher training in the use of radar and other electronic navigation systems.

 

Section Five provides a copy of the IMO performance standards for the use of simulators for training and assessment.
