This publication provides criteria for the development of training courses for personnel working on passenger vessels, in accordance with international regulations for seafarer training. It covers crowd management, safety training, crisis management and human behaviour, passenger safety, cargo safety and hull integrity.

This aim of this publication is to help create training courses that provide seafarers with the necessary knowledge, understanding and proficiency to carry out designated duties and to help ensure safety on board passenger vessels, in accordance with international regulations. Training developed in line with these criteria will cover:

 

  • Crowd management
  • safety training requirements for personnel providing direct service to passengers in passenger spaces
  • crisis management and human behaviour
  • passenger safety, cargo safety and hull integrity for RoRo passenger ships.

 

The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA) and satisfy MCA requirements for approved training.

What this document is about

 

This document provides the criteria for the development of training and training courses, for specific personnel working on passenger vessels, in crowd management; safety training; crisis management and human behaviour; and passenger safety, cargo safety and hull integrity; in accordance with international regulations for seafarer training.

 

Training developed in line with these criteria will cover:

 

    • • Crowd management - this training can be delivered on board and does not require MCA approval (section 2);
    • • Safety training requirements for personnel providing direct service to passengers in passenger spaces - this training can be delivered on board and does not require MCA approval (section 3);
    • • Crisis management and human behaviour - this training requires MCA approval of the training centre delivering the course (section 4);
    • • Passenger safety, cargo safety and hull integrity for ro-ro passenger ships – this training requires MCA approval of the training centre delivering the course (section 5).

 

In addition to the above training, companies should be aware of the onus placed on them through Regulation I/14 and Section A-I/14 para 3 to provide familiarisation training to personnel serving on ro-ro passenger ships.

 

In developing training programmes to cover the above requirements for ‘Crowd management’ and ‘Safety training requirements for personnel providing direct service to passengers in passenger spaces’, it may be beneficial, to avoid duplication of training, to also consider the requirements of EU Regulation 1177/2010 concerning the rights of passengers when travelling by sea and inland waterways. The specifications described in this document have been developed by the Merchant Navy Training Board (MNTB) in conjunction with the Maritime and Coastguard Agency (MCA).

 

The MCA has agreed with the MNTB that the specifications described in this document will satisfy the requirements for non-approved and approved training. Conditions for MCA approval of short courses are contained in Annex A, which should be used in conjunction with the MCA guide to approval of regulatory training requirements. NB – a training centre can be a shipping company/specific ship.

 

The national occupational standards relating to this training are:

 

B14 – Monitor and control vessel operations

B37 – Carry engers on board vessels

 

There is also a suite of Maritime Studies Qualifications which contain units relevant to this training; the specific units are:

 

Control large domestic passenger vessel operations

Control passenger operations on domestic vessels

 

Why these criteria have been developed

 

These criteria have been developed to deliver education and training covering particular safety aspects on board passenger vessels to meet the regulatory requirements of Section A-V/2 and Table A-V/2 of the Annex to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended, hereafter referred to as STCW.

 

Who the training is aimed at

 

This training is required by seafarers seeking certification under:

a) STCW Regulation V/2, paragraph 4 – crowd management training for personnel designated on muster lists to assist passengers in emergency situations;
b) STCW Regulation V/2, paragraph 5 – safety training for personnel providing direct service to passengers in passenger spaces;
c) STCW Regulation V/2, paragraph 6 – crisis management and human behaviour training;
d) STCW Regulation V/2, paragraph 7 – passenger safety, cargo safety and hull integrity training for ro-ro passenger ships.

 

The STCW Regulation V/2 paragraphs 6 and 7 identify that training must be in accordance with the seafarer’s capacity, duties and responsibilities, and therefore the training in Sections 4 and 5 will need to be tailored to attendees as required.

 

Aims of the training

 

The overall aim is to provide seafarers with the necessary knowledge, understanding and proficiency to carry out designated duties and help ensure safety on board passenger vessels in accordance with international regulations.

The Merchant Navy Training Board is the shipping industry’s central body for promoting and developing sector specific education, training and skills.
